Gender Equality and Social Inclusion (GESI) Consultant

IIEF is recruiting a short-term consultant for gender equality and social inclusion (GESI) analysis for up to 10 days of level of effort (LOE).
Responsibilities
The GESI Consultant will work in close collaboration with the USAID TEMAN LPDP team to provide technical assistance on:
- Developing project-level GESI analysis to assess constraints and opportunities to integrate attention to gender issues and social inclusion in the project, key gender inequalities, and how the project can narrow or close gender gaps. Specifically, the GESI analysis identifies the specific gender and/or inclusion gaps relevant to the five pillars of USAID TEMAN LPDP target and priorities as mentioned below:
- Strengthened Scholarship Management of Indonesian Institutions and Government to Send Students to the U.S.
- Strengthened Partnership between Indonesian Scholarship Providers and/or Indonesian HEIs with U.S. Universities.
- Strengthened Pathway program to Assist Awardees in Admission and Placement to U.S. Universities.
- Enhanced Outreach to Build Awareness and Interest in studying in the U.S.
- Increased capacity of the Indonesian teachers to provide quality inclusive education in private and public schools.
- Across data collection and management, all results and findings must be aligned with all USAID policies and strategies of ADS 205, including the 2012 Gender Equality and Female Empowerment Policy, Youth in Development Policy.”
- Developing project-level Gender and Inclusive Development Action Plan (GIDAP) that incorporates interventions that address and reduce the inequities and challenges identified from the GESI analysis. This includes but is not limited to, specific interventions with Indonesian Scholarship Providers to address the underlying drivers of exclusion of women and other marginalized groups (youth, people with disabilities, the poorest, and the most vulnerable) in their training programming.
- USAID TEMAN LPDP will provide technical and administrative oversight of the GESI Consultant to ensure the quality and efficiency of all deliverables.
- The work to be conducted under this consultancy is expected to be a hybrid approach with remote work as well as travel within Indonesia to target provinces based on the agreed consultancy workplan.
- The consultant will work in close collaboration with the USAID TEMAN LPDP Chief of Party (COP), Technical Lead for Institutional Management (TLIM), and Monitoring, Evaluation and Learning (MEL) Specialist to produce the deliverables listed below. The LOE is anticipated to be no more than 10 days.

GIDAP | Support development of feedback into integrations in the work plan and performance indicators, in cooperation with COP, TLIM and MEL Specialist.
Consultant will design framework in accordance with IIEF standards, conduct a brainstorming session with USAID TEMAN team, provide updates and submit drafts (on an ongoing basis), conduct a debriefing session with key USAID TEMAN members, and support the delivery of a final version in English of the GIDAP to the COP for review, feedback, and approval. |

Qualifications
MANDATORY QUALIFICATIONS
- Bachelor’s degree in sociology, anthropology, gender studies, international development, or a relevant social science field required; master’s degree preferred.
- At least 10 years of experience in economic and social analysis, design and/or implementation including gender and social inclusion analysis under a donor program, USAID experience preferred.
- Demonstrated experience in GESI integration in one or more of the technical and sector areas of education, scholarship management, workforce development, and positive youth development.
- Experience in designing and leading desk reviews and qualitative research, including developing research tools and methods for organizing analytical findings. Experience in project monitoring, data analysis, and project evaluation.
- Excellent, detail-oriented writing skills and experience consolidating feedback and edits from many reviewers.
- Excellent oral and written communication skills in English and Bahasa Indonesian. Ability to communicate diplomatically and clearly with clients and local stakeholders.
- Based in Indonesia.
PREFERRED QUALIFICATIONS
- Familiar with Indonesian context.
- USAID Country Development Cooperation Strategy (CDCS) or USAID Activity-level gender analysis experience.
- Familiarity with USAID strategic planning and program management.
